Can a drone inspection avoid the need for scaffolding?

Sometimes. A drone may remove the need to erect scaffolding purely to obtain an initial visual assessment of the roof. Scaffolding or other access may still be required to carry out repairs or inspect concealed details physically.
Inspection versus repair
Scaffolding is often erected simply so someone can look. Where that is the only purpose, aerial photography can frequently provide the same visual information without it.
Once physical work is required, safe access is required too, and the drone's role ends at establishing what needs doing and where.
Planning the work
Knowing the extent of a defect in advance helps decide what access is actually needed, which can keep the arrangement proportionate to the job.
It also means the access is booked once, for the repair, rather than twice.
